David Lloyd George was Prime minister of Britain, and in the "Big Three" was more of a neutral entity rather than opposed to thwarting the germans or for it. Lloyd George did not want revenge, although he did want justice over the germans. He only said he wants the Germans to pay because he knew it was what his people wanted to hear. His idea was to keep Germany strong as a trading partner, but not strong enough to start war again. The one thing he really wanted was to expand his British empire so that the sun never set.
