Versailles forbade a unification of Germany and Austria, and in 1938 Hitler called on new chancellor Schuschnigg to resign. Hitler had his eyes on Austria and even though he wasn't allowed, he took it in 1938. The British do nothing, but they warn Schuschnigg not to cause trouble. The French won't do anything without the British being there. Italy was the only objection but Mussolini gave his approval. Neville Chamberlain wants Czech leader Edvard Benes to give up the Sudetenland, and Mussolini steps forth with a 4 power conference in Munich.
